Brown was raised in southern Alberta, in the now-famous Pincher Creek area. She attended the University of Alberta for her undergraduate degree and the University of Victoria for her law degree. She clerked with the British Columbia Court of Appeal and then articled with Boughton & Company in Vancouver.
